The Update
A temporary pause (of 6 months) has been issued on some new applications under the Federal Skilled Worker program – where the applicant does not have a pre-approved job offer . New application intake for these applications was to start on July 2nd, but will now start in January 2013.
The surprise announcement was made on June 28th, just a few days before the new Occupation List was to open.
This pause on new applications, applies to applications being submitted with out a job offer from a Canadian Employer.
Who is not affected by this change ?
During this pause, applicants with an approved job offer from a Canadian business, can continue to submit their immigration applications under the Federal Skilled Worker Program.
This change also does not impact applicants who are being hired on work permits by Canadian employers, because those job offers are approved by the Government.
What are the reasons for this pause on FSW applications without a job offer ?
The reason for this pause is to make the Federal Skilled Worker Program better and more efficient. Minister Kenney has said – “This is a way to ensure that improvements to the program have time to be put in place which will give new applicants the opportunity to be even more positioned to succeed in Canada.” Minister Kenney has also said that the move will not mean a drop in the number of immigrants coming to Canada. “This is all about getting to a faster system. The only way we can get to a faster system, which can better connect immigrants with the jobs that are available and so they have higher levels of employment and better incomes, is to get rid of the backlog.”
The pause will allow existing cases to be finalized while the new regulations are being developed. The revised Federal Skilled Worker Program can off to a good start in the New Year.
What about other visas, are they effected ?
Some of the other types of Canadian visas that are not affected by this change are – Visitors, Sponsorships, Business Visitors, Students, Employees being hired on Work Visas.
What about those who do not have a job offer and want to apply for permanent residence under the FSW Program ?
Minister of Citizenship and Immigration, Jason Kenney, has suggested to applicants that they must hold on to their applications and submit them in January. (WFP-28Jun) Winnipeg Free Press Link.
Applicants can look into completing their language test (IELTS) and also get their education credential evaluations done, while waiting for the new quota to open. They should also be preparing all the application forms and supporting documentation so that they can be ready to file a fully completed application the day the new quota opens.
For applicants with an approved job offer from a Canadian employer, applications are being accepted immediately. Further there is no quota restrictions for such applications. Applicants with an approved job offer are also not limited to the 29 high demand occupations only.

La actualización
Una pausa temporal (de 6 meses) se ha publicado en algunas nuevas aplicaciones bajo el programa federal de trabajadores calificados – que el solicitante no tiene una oferta de trabajo pre-aprobado. Nueva solicitud de admisión para estas aplicaciones debía comenzar el 02 de julio, pero ahora se iniciará en enero de 2013.
El sorpresivo anuncio fue hecho el 28 de junio, pocos días antes de la nueva lista de Ocupación fue abrir.
Esta pausa en nuevas aplicaciones, se aplica a las aplicaciones que se presentaban con un oferta de trabajo de un empleador canadiense.
¿Quién no se ve afectado por este cambio?
Durante esta pausa, los solicitantes con una oferta de trabajo aprobado de una empresa canadiense, pueden seguir presentando sus solicitudes de inmigración en el marco del Programa de Trabajador Calificado Federal.
